Meet Victor M. Perez, MD, FACS
Even as a young child in his hometown of Monterrey, Mexico, Dr. Victor Perez knew he wanted to pursue a career in medicine. Although no one in his family had attended college, Dr. Perez and his older brother committed to pursuing their medical aspirations. While still attending medical school, Dr. Perez gained early surgical experience by following his brother, then a general surgery resident, taking on-call responsibilities and helping in surgeries at the hospital.
Today, Dr. Perez is a board-certified plastic surgeon with more than 30 years of surgical experience. His broad range of training and medical expertise provides him with an unparalleled understanding of plastic surgery techniques. He has enhanced the appearance and lives of thousands of patients with proficiency and an unwavering passion for excellence.

Education & Training
After being accepted to a surgical residency at University Hospital in Monterrey, Mexico, the nation’s most renowned medical school, Dr. Perez decided to focus his efforts on practicing in the United States, where he moved to complete his training. During this time, he completed residencies at Cook County Hospital in Chicago, Illinois (transitional year residency); Western Reserve Care System in Youngstown, Ohio (general surgery residency); and Loma Linda University Medical Center in Loma Linda, California (plastic surgery residency). He went on to complete a Critical Care Burn Fellowship at Shriners Hospital for Children and UTMB in Galveston, Texas.
Chief of Plastic Surgery Service at Kansas City VA Medical Center
In 2002, immediately following his residency at Loma Linda University Medical Center, Dr. Perez began his tenure at the Veterans Health Administration Medical Center. During this time, he also became Assistant Professor of Plastic Surgery at the University of Kansas Medical Center, where he served as Director of the Burn Unit and trained plastic surgery residents.
Dr. Perez practiced at the Kansas City VA Medical Center for over two decades. He stepped down in February 2024 to devote his full attention to his private practice, which he established in 2009.
During his time at the VA, Dr. Perez performed a wide range of surgeries, including:
- Hand surgery, including procedures to correct Dupuytren’s Contracture and trigger finger
- Removal of benign and malignant skin growths
- Eyelid surgery to remove droopy eyelid skin and excess eyelid fat
- Reconstruction and treatment of periorbital defects
- Gynecomastia surgery to remove excess fat and skin in male breasts
- Breast reduction to remove heavy, excess tissue from female breasts
- Wound closure
- Other plastic surgery procedures to address the veteran’s medical needs
A Lasting Commitment to Veteran Care
Providing care for military veterans – who have heroically served our nation and often face complex injuries or medical challenges – was a cornerstone of Dr. Perez’s career. He considers it a profound honor to have offered reconstructive and plastic surgery services to these brave individuals.
The VA Health Care System serves more than nine million veterans, with an estimated 20 million veterans in the U.S. population overall. In Kansas alone, approximately 195,000 veterans were living in the state as of September 2017. Dr. Perez remains deeply committed to the well-being of veterans, a dedication that continues to shape his approach in private practice today.
Although Dr. Perez has transitioned away from his role at the VA, the years he spent serving veterans remain a deeply meaningful chapter in his career. He encourages any veteran not yet enrolled in the VA Health Care System to reach out to learn more about their benefits and the life-changing services available.

Why Choose a Board-Certified Plastic Surgeon?
Choosing a plastic surgeon is one of the most important decisions you will make in your aesthetic journey. Certification by the American Board of Plastic Surgery (ABPS) reflects years of rigorous training and a comprehensive understanding of both cosmetic and reconstructive surgery.
Dr. Perez believes a successful outcome begins with choosing a surgeon who is not only technically skilled, but deeply committed to your safety. With more than 25 years of experience, he performs procedures from the face to the body rather than focusing on a single area. This broad foundation allows him to approach your care with a refined understanding of aesthetics and anatomy.
Education is an essential part of the process. During your consultation, Dr. Perez will take the time to explain what surgery can realistically achieve, what recovery will require, and what limitations may exist. While social media often suggests quick healing and dramatic transformations, Dr. Perez emphasizes careful planning and realistic expectations.
Over the course of his career, Dr. Perez has refined and modified surgical techniques for procedures such as gynecomastia surgery, breast reduction and lift, blepharoplasty using fat transposition, and open rhinoplasty. These technical details will be discussed in greater depth during your first meeting, where Dr. Perez will personalize a treatment plan to suit your unique needs.
Above all, Dr. Perez’s care philosophy is guided by a single principle: your safety comes first. Cosmetic surgery should enhance your self-image while respecting your health and well-being.
Questions to Ask Your Plastic Surgeon
Feeling informed and comfortable with your surgeon is crucial. When searching for a plastic surgery provider, Dr. Perez advises you to ask these questions:
Are you board-certified?
Dr. Perez is board-certified by the American Board of Plastic Surgery (ABPS), the only plastic surgery board recognized by the American Board of Medical Specialties. This certification confirms that he has completed extensive surgical training, passed comprehensive examinations, and maintains high professional standards in both cosmetic and reconstructive procedures.
Where will my surgery take place?
At our practice, all surgical procedures are performed in an accredited outpatient surgery center within a hospital setting. Anesthesia is administered by a board-certified anesthesiologist. This environment provides a high level of oversight and safety so you can feel confident about where your procedure is being performed.
How long does it take to heal?
Healing takes time – even when you feel well shortly after surgery. The body generally needs about three weeks to form a stable wound after any incision. Dr. Perez will guide you through what to expect and help you plan for appropriate time away from work and daily responsibilities. Giving your body the time it needs to recover plays an important role in protecting your results.
How much does plastic surgery cost?
The cost of surgery depends on the procedure, surgical complexity, facility fees, and anesthesia. You will receive a clear explanation of all associated costs so you understand your investment. In addition, we offer financing plans to potentially make treatment more manageable for qualified patients.
Am I a candidate for surgery?
Not every patient is an appropriate candidate for every procedure. Dr. Perez carefully evaluates your medical history, lifestyle, and goals before recommending surgery. For body contouring procedures such as tummy tuck or liposuction, he generally recommends a body mass index under 30 to promote safer surgery and a more predictable outcome. Uncontrolled medical conditions or active smoking may also affect candidacy.
If surgery is not appropriate at the time of your consultation, Dr. Perez will explain the reasons and may recommend steps that can help you become a better candidate in the future. His goal is to pursue results that are safe, balanced, and realistic for you.
Do you have testimonials and before-and-after photos related to the procedure I want?
Dr. Perez will be happy to share before-and-after photos of patients who have undergone procedures similar to the one you are considering. Reviewing real cases can help you better understand what is achievable based on your anatomy and goals. Patient testimonials are also available and reflect the experiences of individuals who valued both their outcomes and the care they received throughout the process.
